RETURN TO SENDER: Some dog owners in Brunete, Spain, received an official
box in the mail from the city, marked "Lost Property". Inside, each
found their dog's waste that they'd left behind. It's part of a
campaign the city council launched to crack down on pet owners who fail
to clean up after their pets. Twenty volunteers patrolled the town.
When they saw a dog do its duty and the owner not do his or hers, a
volunteer approached the owner to strike up a conversation to find out
the dog's name. "With the name of the dog and the breed it was possible
to identify the owner from the registered pet database held in the town
hall," explained a council spokesman. The city then sent the dog's
deposit back to the owner. During the course of the week-long campaign,
147 deliveries were made -- and the town has reported a 70 percent drop
in the amount of dog droppings found in its streets. (MS/London
